Sushi actually refers to the rice, not the fish. Sashimi is sliced, usually raw, fish and other seafood. Take some of that and put it on sushi rice, and you have sushi.

Actually there are many kinds of "sushi" dishes that don't use raw fish/seafood. The Japanese call them sushi because they use the same kind of rice (rice with special sweet vinegar/wine seasoning). An example is chirashi-zushi made in a bowl with egg and various kind of pickled vegetables (and other stuff I don't remember) and inari-zushi, which is sushi rice stuffed into a pocket made from sweetened fried tofu.
